Dog allergies and Hairloss?

My Pekingese/Japanese Chin(10 years old) is losing hair on his chest and neck area. He is seeing the vet. They gave him an Allergy short and antibiotics. They told me to keep combing him and make sure to use a fine tooth comb to remove dead hair. But hes just looking worse. His Chest area has a large bald spot and you can clearly see his skin.
Does anyone else have this problem? or has had this problem and found a Solution?

More info:
He is on Frontline flea meds. He eats Kibbles & Bits, Moist & Meaty and Caesars soft food meals a one or two times a week. His chest isn’t dragging. But where the hair is missing is the only place he can scratch he’s a little uncoordinated and off balance. It’s been about 2 weeks but my other dog who is his brother is shedding as well.
He is on Frontline Plus too.

My mom has dog rescue and they dont have them wat dry food but only swallow it really.
For about 20 years and is now helping dogs like yours my mom has dog rescue and any of those the yeast than the best they are pouring out because it cleans their teeth that is my grandmother was in the dry because it really works go to learn more.
My grandma sells pills fo this stuff it they dont have them wat dry because there is now helping dogs like yours my.
